Leggings.

I've been seeing things online again about how leggings are not sufficient in themselves as an appropriate leg/butt covering. As in, they should be worn under a skirt or something, or a person shouldn't wear them because they are incomplete somehow, or indecent.

What do you think? Are leggings a complete and adequate source of butt coverage, or are they indecent, or only good for being under something else?
